Q: Will this control a DC load?

You can turn them ON with a DC load, but SSRs wont turn off. They turn off at the zero point crossing, which never happens with DC.

Q: Will this relay allow 3v dc (like 2 aaa batteries) to operate the relay? turn on the relay when 3v dc is applied and go off when 3v dc is removed?

Based on the specifications I would expect them to work as you described. I have not used the 3V units, but have installed a few of the 5V units, they work as expected.

Q: What is the input signal current draw? My use case is with an ESP32 Dev Kit, max current of 20ma, 3.3vdc

I've had three of these hooked to an esp32 with no issue. Not sure of their actual draw tho, sorry.
