Can a bad one of these keep it from switching over from shore power?

If your generator cranks and runs, this will not cause your issue. You most likely have a transfer switch problem. But remember, if you have shore power, the transfer switch will default to shore power even if the generator is running. And there is a delay when switching from shore power to generator.
