will these do a circular cut?

Yes, there are 3 total: 1st one cuts in straight lines, 2nd cuts curving left and 3rd cuts curving right (depending if you left or right handed)

Are these for left handed

You can use either hand to for these tools. The left ones will bend the metal to the left as you are cutting, and the rights will bend the metal to the right when cutting, really has nothing to do with which hand you are using.
