Q: can this be plugged into a wall for outdoor use?

You can but you have to convert the 120v down to 12v.

Q: Are the 4 smaller pods true yellow fog lights? Or is there a light bar that you can flip a switch from spot to fog? Thanks.

All of them are LED, for FOG you need to get Halogen lights 3000k at least 45w to 100w

You can Run 16ga wire with a 20amp fuse that’s more than enough for power supply they won’t use anywhere near 16 amps
