Q: the jackets I want to protect are 8.25" x 5.5" is this the appropriate size?

This will fold down and over to 8.25" and work OK. The 5.5" (book size) needs to be doubled + the spine thickness. If the spine is 1", then this roll of 10 yards would allow you to cover approximately (@12" per book) 30 books.

Q: I’m looking for something to cover the tops of my books to keep them dust free. Will this work? I guess there’s no such thing as a cover for the top.

I don't know of a product that covers the tops of the books. This product only protects the dust jacket (and thus the book covers), but it does not go over the top of the book itself.
