The blue one is the coarse one, which is 325 grit. As for the red one is the fine stone which is 600 grit. And the green is extra fine stone which is 1200 grit.Hope it helps!

Q: what is the purpose of the polk dot covering on the stones?

The polka dots is lower than the diamond sharping stone so WASTE MATERIAL won't inter fear or clog the diamonds stone, while sharping knifes or tool bits under running water
