if you want to use a multi meter all you have to do is to find a chart that has the output voltage (VAC) for the desired output wattage and play a 1000hz tone with the deck set at 3/4 volume. Adjust the knobs until the desired output voltage is reached. That's how I set all of my amps on my motorcycle. I purchased the TS440 which is very similar. An o-scope would let you know if the signal is clipping but using a multimeter is a tried and true method that's good enough for most users.
