Yes, it is all cooperative, not really a need for more than one character piece, just take turns spinning. 12 is probably too many. You can almost finish the game in 12 turns.

Q: How do you put the spinner together? Ours came in 2 pieces - the cardboard and the plastic spinner piece.

Hello, you should have received three pieces: the cardboard, the plastic spinning arrow, and a plastic base that the cardboard is placed on before attaching the plastic arrow.
