How strong is the magnet? Could the base double as a paperclip holder?

The magnet is not a super strong one, but it will hold a lot of paperclips if that's what you want. You just can't levitate the magnet and use it as a paperclip holder at the same time.

Can I get a replacement for the plastic glass piece?

Probably not. Go to a hardware or a Lowe’s store and buy a small thin piece of plexiglass, remember it’s prettier thin. That’s what I would do, make your own. Mine is like the shape of a house. It’s 2 and 1/8 inches across the bottom. 1 inch on both sides. 1 and 3/8 slanted x2.
