Will these work for 37" tires on a truck, closer to the bottom of the tire?

How would it, its only 23.5" wide? Unless the slots for the tape would be below the edge of the tire somewhere. If you run a 24" or bigger wheel, yeah not gonna work.....

Will this work on a 10 inch golf cart rim

Sure it would, but you might just consider using a tape measure from inner sideway to sidewall for a golf cart to save the money.
