Is 178L the compacted size or expanded size?

It is 178L expanded. The compressed size is 52L. The earlier answer from the manufacturer is both incorrect and extremely misleading.

Is it shavings or is it the thick paper like ones?

Hi, thank you for your inquiry. Small Pet Select Premium Paper Based Bedding is soft and absorbent. Made with unbleached VIRGIN FIBER. SLUDGE FREE, AND NEVER RECYCLED PRINT. Our paper is not from the potentially dangerous leftovers from reclaimed paper production ( called "sludge", which has detectable levels of dioxin in it). Our paper is not from recycled paper that has been printed on, either (which can also have toxic residues). Our bedding is 99% dust free and is safe and comfortable for small pets. No additives, no dyes, no irritants! LOW DUST 56L (16L-compressed, actual weight 6 lbs.) - Large Size This is 6.5lbs of premium quality paper based bedding. 1000 CU In - Expands to 56L 178L (52L-compressed, actual weight 14 lbs.)- XXL Size This is over 16.5lbs of compressed paper based bedding! 3173 Cubic Inches - Expands to 178L Please let us know if you have further questions or concerns, Grace

Are any of these products good for new puppies?

I wouldn’t do it. It would get to messy. I’d just use the big puppy pads. Much easier to clean up.
