I can’t see any reason you would need to know that...this is a very specific part and the widest part fits inside the Kuat rack.

I have the kuat trio and the adapters it came with plus fat bike adapter. Do I need this adapter for 27.5+ fork

This adapter is dependent on the axle size, not the tire size. You will need to know your axle dimensions to determine whether the included adapter works or if you need this adapter. This 15mm x 110mm adapter is for Boost axles.

Will it fit the forks of an Early Rider Belter 16" kids bike?

It doesn't look like that bike has a thru-axle for the front wheel. You will probably just use the standard quick-release adapter
