Will this fit a 2004 f25eshc?

`Yes it will . You will need to remove the shield covering the primer solenoid on carb and make sure the hose clamp on fuel line is positioned in a manner to avoid contact with engine block. This will allow carb to be mounted without binding and possibly damaging carb.

This looks like the same carb part number that is on the ns9.8b engine. i installed and it overrev's then dies. can you confirm compatibility?

The Carb I purchased was not adjusted correctly. The idle port was tuned way rich. It did the same thing you described as the engine flooded. I had to close the rich/lean adjustment several turns before the engine would stay running. Once it warmed up I was able to complete the adjustment.
