I do not believe these earplugs are biodegradable.

Would these fit a 4 month baby?

I'd say no. I'm a mom and have small ear openings so feel I have knowledge to answer your question. I have to roll & squeeze the ear plug to get it as skinny as possible to insert in ear. I would suggest noise cancelling headphones for your baby.
