Where can I get more jelly powder?

The only place I know of is in the refill kits that go with this set (they sell here on amazon by the single refill and 3 refill packs). But I don't know where to get just the slime powder.

What is the difference between this version and the other one they sell that is green?

Looks like the Amazon version comes with more of the clear balloons so you end up with a total of 6. And it comes with extra confetti and yellow paper confetti.
