Can I put this overtop of a cleat plastic layer for a terrarium or will it melt the plastic?

Most likely. The light has different settings for light intensity that you can adjust. We run ours at 50% or less to avoid blinding our fish. So long as you are able to touch the light without burning yourself, then the plastic won't melt either. Of course, if you were to use plexiglass, then there would be no issues. Hope this helps.
