Will this charge a dell xps 13 9310. i want to get rid of the oem wall charger. thank you.

I have exactly this laptop. Seems to be working fine. I restarted the XPS 13 9310 when getting charge through the Anker Nano II. No alert messages during restart, which will happen if the power supply is not appropriate.

will this work with a 2021 Moto G Power?

Although iwe haven't tested this charger with 2021 Moto G Power, as far as I know, it will charge your phone. To connect your phone and this charger, you need a usb-c to usb-c cable.

Will this work with a macbook air 13" (2017) if i have a usb-s to magsafe 2 adapter?
