yes that's the application I used

Will this socket arm be able to hold smaller balls like 17mm types that are more common with garmin or other phone mounts?

No, this will only work with the 1" ball, but in a pinch I guess you could 'wrap' the smaller ball with leather or something to give it a similar diameter. Most folks will buy the bigger ball to put on the phone mount as it's more secure that way.

What suction ball mount is used with the rpr-b-111 system?

Mine uses a Ram Mount bar clamp with a 1" ball on the end. I do not know about any Ram suction ball mounts.
