Hi would this be suitable to use for vents for a septic tank buried in the garden?

I think it would be eminently suitable. It is a well designed sturdy cowl that has a large dispersal area that stops rain/ sleet/ snow getting in, is UV stable and has grill apertures that stops intrusion by birds. A little bit more expensive than other cowls on the market but in my opinion excellent value for money.

Would this be suitable for a cooker extractor pipe which evacuates out side ?

If your extractor pipe is standard 110mm pvc then this will fit it. However it is intended to work in a vertical application, so if your extractor pipe is exiting your building horizontally then I would not recommend it.

Would this fit over a old fashion clay soil vent pipe

Impossible to answer without knowing the diameter of your clay pipe. If it is 110mm external then it should fit.
