how long does this last? do i have to keep bleaching my hair as it grows out to keep the color in?

I use this on my daughter's blond hair, and I didn't bleach it. It lasts quite some time, but fades as you wash it more and more. There are tips online to keep the color in longer.

I currently have a blue underlayer but I'm really in the mood for a change and would like to go pink. Will this cover it?

When in doubt take a look at the color wheel, my guess is that it would turn into a shade of purple depending on the tone and brightness of the blue you already have

my hair is black brown, will manic panic hair dyes make it pink?

It might show up in The sun. If you want The true color you need to bleach your hair. I recommend Born Blonde.

Does my hair have to be dry for me to apply this?

I don't know for sure. I use it on my white terrier's natural Mohawk.. It's always dry when I apply the reduction. I wait about an hour then rinse out the excess with cool water. She looks terrific with it. Comes out purple-pink and then lightens up to a bright pink over a few weeks. Nothing like a Jack Russell terrier with a punk Mohawk 
