Yes, Target 6 Plus has surfactant in it.

Does this kill grass burs?

Yes but you have to spray when the temp is in the 90's. the hot the better it wor.

Will this kill Johnson grass?

Yes, Target 6 Plus will kill Johnsongrass. Just mix and spray according to label instructions. Also, you do not need to add any surfactant to the mix. Target 6 Plus already has surfactant in the formulation.
