Will this work on a dress i am trying to make shorter?

Yes, but you will need a lot of it as it comes in smallish segments (about 1 1/2 inch). Also, it may not hold up to washing or dry cleaning—it’s more of a quick short term fix. I suggest iron-on hemming tape which is a more permanent solution to shortening dresses or pants.

This tape is made to securely hold hems, etc. if you don't want to sew. I think it would be much too strong for the job you mention. Plus, you would probably have some adhesive cling material to remove. I would not use it for your purpose.

I am looking for cloth glue tape to glue on to neoprene cloth, will this tape stay glued to the neoprene cloth also after wash?

It won’t leave a residue unless you leave it on for a long time. If it does it washes off in the wash.
