32 oz makes how much solution? ie dilution rate is?

Its 1 teaspoon per gallon every 2 to 4 weeks for production and 1/4 teaspoon per gallon at every watering for maintenance. The bottle has several other dilution rates depending on your use as well.

Is this really organic? Label says yes, description is silent. Home Depot website says no.

The company says that it is organic except for a chemical that is needed to "chelate" certain nutrients.

Can this be used for in ground citrus tree? If so how often?

This foliar concentrate can be used on any type of plant including citrus. Frequency would be "as needed," with the average usage about once every three days to a week.

Can I use this for my anthuriums and philodendrons for Hydroponics?

I have not used it specifically for hydroponics only for plants grown in soil but since the main ingredient is nitrogen it could be used for plants in water. Use a diluted amount than what is recommended.
