Can these end papers be used on dry hair or with foam rollers?

Yes, the paper can be used on dry hair. They actually prevent your ends from getting frizzy

What perm is equal to the lilt? I sure miss it. I used it ofr 15-20 yrs.

For the last 30 years, I've used OGILVIE Salon Styles Home Perm, the Original Formula. Only place to find it, is WalMart, $5.95 a box, or www.ogilvieproducts.com I hope that helps.

Will these work for highlights?

I used them on my rods to keep rods from falling out of hair. They are very thin and flimsy, they are about the size of a larger rod. They do wrap around my rods and stay on. I do not think its a good idea to use them for highlights.

What are they made of ?
