Will this glue TPU plastics?

I doubt it, TPU probaby doesn't absorb or bond to the surface, maybe if you lightly sand the TPU surface(s) first.

Will it work to glue plastic parts in a dishwasher?

I have used this product to do the exact same thing in a dishwasher and it didn’t seem to work very well I hope that helps you
