Does this micro sd card fit dashcam’s?

Physically, the card will fit into a dashcam. Whether it will work or not will depend on the make and model. Does it work in Windows laptop

I can't confirm your question but I can say it certainly works in all of my devices that I have windows 10 installed. It is fine in my mobile and portable speakers as well. I would say it is worth a try.
