Can you use this red dot on a Springfield xdm osp Pistol?

No this is a carbine/rifle sight look at the the 407/507

Is it water and fog proof and will it set a Browning silver slayer real?

The HS510c is IP67 rated. Complete protection against ingress of dust and airborne particles. Protection against water and liquids, up to and including immersion in up to one meter of water. It looks like your Browning does not come with rails therefore you just have to add a Picatinny rail mount. Hope this helps.

Does the solar cell recharge the battery?

No. But it doesn’t use the battery if it has solar. Been using the same battery that was in the unit when I bought for more then a year now with no problems and I don’t use the solar settings very often.
