Can this be used on outside signs?

Yes, it can be used on outside signs.

Does this Work to seal tumblers?

Yes. But if you seal your tumbler with spray paint or anything you have to not use bright tone for a full 72 hours. It will also need quite a few coats of using glitter or decals. Also if using glitter glue of any kind you have to let it set for 72 hours also. I use it and have had great results as it will not pull away like epoxy. You can use without gloves.

Can this be used to seal vinyl on plastic cups and tumblers?

I do not reccomend, it can be used but plastic or cold cup are flexible and move when squeezed and as a result, the top coat can crack easily, if you use permanent vinyl, you should not need to seal.
