I have a 125 gal tank with 23 assorted 11 month old african cichlids, should this product be used with weekly water changes?

If your ph is low then yes. I use it because my water out of the tap is 7.0 this product helped me get and keep my ph at 8.2 (what it should be for African cichlids)

Is the Malawi/Victoria buffer the same as the neutral regulator by seachem

No. The cichlids require the higher pH that this buffer produces (7.8-8.4). Don't use the neutral regulator with African cichlids.

How many gallons could the whole cantainer treat

That is very hard to determine. It depends on what ph the water you are treating is to start with. The lower your water sources ph is the more you will need. My tap water is 7.0 I use this for every water change to bring the water to 8.2. I changed about 30 gallons a week and my last container lasted around 10 months.
