Yes, it works well with all types of bulbs. I have these on LED and florescent. Works well with both.

Can you have an off time without an on time? For example if the lights are turned on manually, can the timer close them at set time each night? .

yes you can. Both on and off are independent. If the lights are on manually it will turb off when the time reaches the Off time.

Will this work with a 3 way ceiling switch with multiple LED (2 and 4) fixtures?

RE: Multiple LED fixtures. Yes, mine turns on four perimeter outdoor LED lights that are in the soffit. RE: 3 way. According to the description from the seller, it will handle 3-way switches. Also: Be aware: Proper installation of this switch requires a neutral (white) wire.
