Why does this coat have a large useless flap instead of a coat hanger?

You need not carry hanger when you travel . You hang it in a hook, in days train travel was frequent falp was useful.

Im looking for something to wear in the office when the AC is cranked up. Would this work?

That's exactly why I got this jacket myself. If your AC is a little too high this should work, but if it's freezing cold then this is only a light jacket so it might not be enough. Works for me though
