Yes its smooth and level but the sides are flexible therefore needs a level surface. I use mine to put in the bath to shower my dog clean therefore no scratches on the bath surface

Would this double as a small sand pit?

It depends on size of child nd whether they want to sit in the sand. Would work well on a low table, on the floor maybe one small child could get in. If you get one you will find lots of uses for it. Hope that helps.
