Can you easily fold up walker with it on or do you have to take it off each time?

Easily folds up with walker - leave mine on all the time!

Would the basket accommodate a 16 lb dog without tipping forward?

I tried it with 4 ordinary size cans of beans for a total of about 5 lbs. Even at this weight the walker began to be just a little unstable. It might tip if the weight was moving around. The basket is also much too small for a dog this size I would think.

How much weight will it hold? I have portable oxygen, a purse, and a cup I need to carry; about 10 lbs total.

I tested it with a couple of reams of copy paper, one of which weighed 6 lbs. It held them okay, but it gets front heavy and sags. You might do better carrying the oxygen tank in a backpack. The velcro holds well. There are 2 cup holders. It is a very nice accessory.

Will this fit on a bariatric walker?

Should fit a simple walker with two wheels at the most. The simpler the walker the more likely that it will fit. It will not fit on any of the "rollators." While I have used a variety of walkers in my rehab, I only own a very simple frame walker with the two front wheels only. Basket works splendidly with that!
