Multiple answers. 1 - UK products listed post tax, although still more expensive it explains "some" of the gap. 2 - UK business practices tend to focus about making the biggest margin per sale can get away with, USA business practices tend to focus on shifting volume, so they are more willing to accept lower profit per product sold. 3 - UK sells lower volumes, the higher volume you sell, the better deal you can make from suppliers. 4 - There tends to be always "fluff" on the pricing to allow for negative variations in exchange rates which ultimately again means higher pricing.

can this be installed on a laptop? If not, then where can I buy an i7 8th generation for a laptop?

No, this CPU cannot be installed in a laptop, only a desktop computer with an Intel Z370 chipset motherboard with the LGA 1151 socket. You cannot upgrade the CPU in your laptop without changing it's motherboard also. So, not only would you have to get a mobile 8th gen Intel CPU (which isn't available for consumers or commercially at all yet) but you'd also have to get a custom-made motherboard to match the current layout of your laptop (which, again, likely hasn't been made). Even if you could get the CPU and the motherboard for your laptop, this might require re-soldering things the manufacturer soldered down, taking apart the screen and keyboard, stripping it of all the laptop's internals- laptops just aren't made for upgrading and ones that are- you can only usually upgrade the RAM, hard drive, WiFi card and battery but not the CPU, motherboard or GPU.
