Are the pleats parallel to the 14" sides as pictured?

I don't see them as pleats...I see them as ridges and valleys. The ridges (high points) and valleys (low points) run parallel to the 20" sides, perpendicular to the 14" sides. I hope this helps.

Is A 12 x 24 l” be cut in half to fit a 12 x 12” frame?

If you were to cut one in half you would use all the rigidity the cardboard frame of the filter provides rendering it near useless…Unless you were going somehow stuff it into another frame with 4 rigid sides. And if that’s the case one could just buy a roll of filter material similar to what a paint booth would use.
