What is the difference between these and non-vinyl sticker papers?

Ideal as bottle labels as they are waterproof just print cut out and stick to a bottle

What cut settings should I use for an Cricut Maker 3 to stop it cutting through both layers ?

Did you try selecting vinyl but selecting less pressure in the drop-down option.

Does this work on Laser Printers?

yes, I've used it through a HP laser printer.

Has anybody used these to make wall decals? If so, is it removable?

I haven't used to to make decal but I've made labels out of it. Yes it is removable. If you want make decal I suggest you to use oracle vinyl 631 or eventually 651.
