Can you tell me what the lowest seat height is please?

The lowest seat postition is 28 cm. The maximum is 48 cm using the extra long seat post and wider padded saddle that is included with this model

Is the light weight still a benefit for a nearly 3 year old? Or is it too light?..

I don’t think there’s such a thing as too light. The main difference between this and the other models is the weight but also the seat is a better quality ad there’s a rear foot plate for when or if they build the confidence to tuck their feet up. Carrying it is also easier, as it’s so light. Also the seat and bars are quick release adjustable (the cheapest model needs the Alan key to adjust). My lad is now 2 1/2 and loves his strider. The added bonus of the weight means it’s that little easier for him to manoeuvre it. It’s an aluminium frame, rather than chromo and the strength of the bike isn’t compromised. It’s just a really decent piece of kit.

Is it suitable for a two-year three-month old with an inside let of around 11inches?

I bought this for my grandson 2nd birthday. I don't know what his leg measurement was but he was quite small for his age. He didn't really start using it until he was about 2and half. He seemed to need to see other children using theirs to get the hang of it. He will be 3 in February 2017 and he loves it.

Would this be suitable for a 4 year old who is quite tall?

Hello. It is inside leg that matters with a balance bike. Ignore frame or wheel size. If inside leg is 50cm or less they will fit.
