Will this true a sharpening wheel or just dress (clean) it?

It should true the wheel just fine.

I see complaints of poor life. Is this from use on silcone carbide wheels? Has anyone here only used this on ALOX wheels with good life?

the $10. price is great. the poor life is due to the diamond dusting that equals 36 grit. one will get to buy 15+(usage times) of this product to equal a better quality unit from mscdirect or other tools suppliers. mscdirect.com look up "Tru-Maxx Diamond Dresser: 5 Carat, 3/8″ Shank Dia, T-Handle Point" for comparison.

Can i use this on chainsaw sharpening wheels?

I am fairly sure that yes, you can, but I don't have chainsaw sharpening experience. But this has industrial diamond grit coating, so it should dress virtually any commercial carbide grinding wheel.

Is the head 3.5 inches long?

The abrasive head is 1.75 inches
