Thought it was push the button up/forward and wiggle the head-they can stick/jam

Is this actual feathers from a bird?

No this does not have feathers. And i wouldn't recommend it for anything other than a smooth surface. It snags and catches on the littlest things.

How easy is it to take off and put on the duster for washing it after use. Is it a flimsy attachment which will tear or break quickly?

It's removed easily with a clicker mechanism. Attached back just as easily with slight pressure until it clicks in place.
