Will this let the seats move forward all the way on the 2 door JL? Description says redesigned but a recent review says it will not.

I left the review and it will not allow the front seats to move all the way forward when someone is trying to get in the back of a 2 door JL. I just cut the pocket off on the passenger side and kept it.

Will this fit a 2007 hummer h3?

Unlikely, but you could buy one and if it doesn't fit gift to a super cool Jeep owner.
