Why is this gun age 14 and up?

Nerf Rival blasters generally shoot harder than other Nerf products. Rival blaster shots average around 90 feet per second as opposed to Elite and Mega shots, which tend to top out at 60 to 70 feet per second. Spring-powered Rival blasters like this one can also be a little harder to use for younger players, as the springs are stronger to provide that extra shot speed, so the priming might not be easy for littles with no upper body strength.

Are the bullets hard balls or soft?

Soft, but they shoot at a high velocity, so you wouldn't want it aimed at the face. Leaves a bit of a sting but won't hurt skin.
