Does this actually clean as well or just remove chlorine? How do you apply this?

It lathers well. Does not fully remove chlorine smell. Fragrance is light but does not perfume the skin (or the chlorine just completely overpowers it).

Does this soap have sulfur in it? TY.

I don't know. I ran out of it and don't have any labels to look at. I didn't reorder because I found TriSwim Body Wash does a better job of getting rid of chlorine smell after swimming. It also has Aloe which gives some moisturizing. More so that Summer Solutions.

What is the neutralizer and is there artificial fragrance?

It doesn't seem so; it doesn't smell bad--but a fragrance wouldn't hurt.
