Can I use this to replace EV9612-21?

I would be hesitant to substitute a filter unless on line you can see ghat this is a viable substitute.

I have very strong chlorine taste in my water. This cartridge got rid of some of it, but not all. Any suggestions on what else I can do?

Absolutely. The base of the filters properties is taste color odor as its carbon based. There are other options for just something at a faucet. This particular cartridge has scale control for ice (or coffee). Maybe an ow4 or ow2 cartridge.

Does this include a warranty?

It does not have a manufacturers warranty. However, if you purchase it from Nice Ice Baby will warranty it for defects for 30 days.
