Does this adapter have a power on / power off switch where the unit can be turned on before attaching to laptop at the pci express card slot?

No power on/off button on the device. It will be turned on/off with the laptop automatically after connected via express card slot. Anyway, the device doesn't work with my laptop. I am not able to setup the device appropriately with my laptop.

Do i have to strictly power the gpu from the output 8-pin pcie connector of this gdc or i can directly connect gpu from the atx power supply?

If the GPU has a PCIe Power Connector, it requires more current than the PCIe slot can provide. Since this device requires a dedicated ATX power supply, if that power supply has a PCIe power connector, connect the GPU power to that. It will switch on and off with the adaptor and card.
