Is there any that will fit a space about 2 1/4 in. I'm seeing the large one is 3in at the shortest and the small is 2 at the highest.

Not worth the money. Better bet is to use one of the PCI slot braces.

What size should i use for a nvidia rtx 3060 ti?

depends on what tower you have if you have an ITX tower you want the smaller one if you have a mid tower get the bigger one

Do I need it for my new Gigabyte geforce rtx 4070 gaming oc?

I highly recommend it. I had a rtx 4070 ti and the graphics card failed after 6 months due yo the weight Boeing the card and pulling it out of the motherboard. I got a replacement and this post really helped and adds a lot of support to the card. Any card that is an rtx card I would recommend this produce.

Is this good for rtx aorus 4070ti elite 12g?

This really depending on your MOBO and case where the graphics card sits in relation to the case. It worked for my MSI 4070ti.
