Could I successfully use, wipe clear and reuse dry erase markers on these?   I’m looking to make some scoresheet for board games reusable

Why does this show lanyards witht he pouches yet my order did not have any lanyards included? Pouches without lanyards do no good.

I just accessed the pouches you mentioned. . . . AND, only one of the pictures show a lanyard.  I ordered mine for keeping my savings account books in.  I ordered my 10 years ago, and didn't remember any lanyards even hinted in the Ad-Speak about them.  
   Amazon has lanyards for sale.  They are cheap, and take no time to get them when you order.  I have used mine for ID tags at events, lanyarding pens to my Navigation devices, or for any purpose.  My use didn't require any use of any lanyards.
   If you want the real reason why lanyards don't accompany the pouches, contact the manufacturer, after all, it's their product, it's the way they supply their external vendors.  I only purchased the pouches. 
    I also ordered some different dimension pouches for the Covid Shot and Booster papers.  Those also don't have lanyards, and unless you travel, you probably won't need to have them fastened to the outside of your apparel.  We've pretty much given up on air travel.  It is riddled with the security lines, unreliable scheduling and cancelled flights.  I'd sooner take the extra time to drive myself, get there when I have planned, not need to rent a car, at exorbitant rates, and need to drive many miles to get to my destination, usually in insane traffic.

Question 3

Is this waterproof or water resistant? I washed my passport accidently and I was wondering if one of these cases would have prevented that?

They are water resistant and provide good protection to the items placed inside, but probably would not withstand the washing machine.

Would this fit a passport with extra pages?
