Should I dilute for washing mold from wood siding.

No, of course not. That is the whole point of using 12%. It will not harm the wood at all. The only thing harming the wood siding is the mold. I use it in the attic and it's not really bad there. I did catch it early before mold damage occurred. The nice thing about the 12% is the wood looks a lot better a few days later. If the mold is heavy enough, the mold will start bubbling once the Hydrogen Peroxide starts killing it. That;s a good thing. You may have to reapply in a couple of days if it is still showing. 
BTW, one thing you can do to assess the mold damage is the screw driver test. If the screw driver can easily penetrate into the wood siding, then 12% Hydrogen Peroxide may just be too late to save it. If at that point, remove the siding and re-evaluate the mold damage. If the underlying wood is still OK, replace the siding. Hope this helps.

Would this work as foot soak ?

First food grade means it does not contain stabilizers so it can be used to clean food machinery and utensils. % is NOT a factor in "food grade" % refers to the strength or how much oxygen it contains. 35% can cause spontaneous combustion of organic matter, its dangerous. The % is what matters and as the other mentioned its too strong for skin contact however you can dilute it with water to get the desired strength. YES you can use it for your feet by mixing it with 4 parts water however if you do the math it would be more expensive than buying bottles from the grocery store. Don't mix up Volume with %.
Since there's no food contact you don't need food grade. If you want the 4% to act faster you can catalyze it with soap or a little ammonia however even 4% can get aggressive, tingly and cause white burns. Our local store sells 1 gal bottle of 4% but the price is about the same as the quarts. 
One would buy 12% if they wanted a stronger solution for bleaching stuff white, chlorine will not remove yellow. 12% is aggressive and can damage organic fibers like cotton but again it would cause less damage than chlorine bleach. A great use for 12% might be white tile grout. The catalyst will make any strength give up is oxygen faster or you might have oxygen and water in minutes instead of a week. 12% might also be useful for chemical experiments such as elephant toothpaste.

My first batch was clear. The second batch has a yellowish tinge to it. Is this normal?

I would return it. Have never seen hydrogen peroxide anything but clear. Sounds like it has been contaminated.
