can i make this 3 in diameter?

Nope, they measure 3 3/4 to 4 1/4 inches. I just took a look at them and it might be possible to bend them down to 3 inches but I have some doubts that it would work.

Will these work for attaching dryer vent hose?

Sizewise these clamps will work on 4 inch dryer hose. But they are much more likely to slide off if the hose is under tension, creating an unsafe condition. You are much better off using a more secure clamping system to make sure the vent hose does not come loose from the dryer.

How wide is the clamp at the widest point? I'm clamping a 4.25 inch collar that is 7/8 of an inch wide, so I was wondering if the clamp would fit.

These hose clamps are designed to fit 4" hose. 4.25" may be too large to fit.

Are these stainless steel / rust proof? or do they rust if exposed to wet conditions?

Not sure if they are stainless. Had them about a year being outside on a hose on a field vac and have not seen any rust. The vac is kept under a roof and has been hosed off a few times. Work well as a hose clamp.
