Can this adapter be used on an HP Windows 10 laptop?

Yes, I am using it on a Windows 10 laptop.

In specs, diagram shown with green check and red X? What does it mean? It seems to imply the adapter allows only one way communication?

Green light is always on, which means power is on. Blinking yellow light indicates communication between computer and modem: download and upload (back and forth communication).

Has anyone tried connecting this to a pixel 3 or a pixel 3xl?

I plugged it to my pixelbook and worked perfectly without the need to download any drivers. It also work fine on my android 1plus 7pro running Android 10.
