These are Starters. Some light bulbs dnt start when you plug them in they need a starter to do so. Thats were these come in.

Can a fs-5 be used for a fsv-5?

fs stands for Florescent starter. The way a florescent bulb works is that it starts a electron burn in the gas. Hence match the starting wattage as close as possible to the wattage of the bulb. It all works together. If you have a 8 watt bulb FS 5 means it is a 5 watt, that might be close enough depending on your ballast and bulb. Some new light fixtures are rapid start and don't use a starter. If the problem is not the starter it might be the bulb or the ballast.
